Representatives of the 87 municipalities from the department of La Paz will be trained to implement an

Information Module for the Ombudsman’s Offices

(MID) for minors who are victims of violence, in order to register and centralize information on cases of violence against children and adolescents at the national level.

The MID is part of the Information System for Children and Adolescents (SINNA), which will record and contain specialized and statistical information on reports of violence, abandonment and other violations of the rights of this vulnerable sector by ombudsman’s offices throughout the country, reported the Vice-Minister for Equal Opportunities of the Ministry of Justice, Estefanía Morales.

The training, conducted by representatives of the Tutator Foundation, took place yesterday in the facilities of the Ministry of Foreign Affairs and was attended by the Director General of Children and Senior Citizens, Ninoska Duran, and representatives of the Ombudsman’s Offices of the Department of La Paz.

Morales explained that this work was carried out at the request of the Minister of Justice and Institutional Transparency, Héctor Arce, who set the attention and defence of the rights of children and adolescents as the important axis of his administration.

“This system will allow us to have updated data on violations of the rights of children and adolescents, information that will serve to determine if there is adequate attention from the protection system, if there is a delay in justice, if there is a recurrence of violent attacks against children and others,” he said.

LAW ENFORCEMENT

Law 548 of the Child and Adolescent Code establishes as an attribution of the Ministry of Justice and Institutional Transparency the creation and administration of SINNA, which will register and contain specialized information on the rights of children and adolescents, as well as data referring to the work activity or work done by oneself or others, according to specific regulations, suitable for the adoption and monitoring of public policies.

SINNA is a macro-system consisting of three modules: the Information Module for the Public Defender’s Office (MID), the Module of the Adolescent Criminal System (MOSPA) and the Module of the Right to the Family (MODEFA).

MID

Regarding the MID, Duran explained that it is a computer system that will record information on cases handled by the Ombudsman’s Offices for Children and Adolescents at the national level, which will make it possible to generate statistics on care for violations of the rights of children and adolescents, characteristics of institutional operation, prevention actions and care for children and adolescents.

Durán considered that municipal governments must commit to providing the conditions in the Ombudsman’s offices by guaranteeing a professional technical team and the capacity to access the Internet for the implementation and training of this system.

The SINNA platform was presented and training was provided to the Ombudsman’s offices in the department of La Paz. This dynamic will be replicated in the other eight departments over the next three months.
