(SEDEGES/GDLP) The Departmental Service of Social Management, through its orientation center for adolescents with criminal responsibility and in coordination with CVCS Bolivia, carried out the “Socialization of the sub-program post-release/post internment support and the conformation of the community network”, an event that took place in the Koritambo hotel in the municipality of Achocalla, where there was the participation of NGOs and foundations that contribute to the rights of children and adolescents with criminal responsibility.
The Technical Director of SEDEGES La Paz, Mario Cáceres Poma, mentioned the importance of adolescents with criminal responsibility in the department of La Paz, and the opportunity and inclusion that we must have as a society
“The socialization of the post-release support/post internment sub-program and the formation of the community network, aims to work collaboratively in the social reintegration of adolescents with criminal responsibility who leave with socio-educational measures in deprivation, restriction of freedom and with a focus on restorative freedom from the Social Reintegration Centers, Orientation Centers dependent on the Departmental Service of Social Management La Paz,” added Caceres.
Likewise, the representative of CVCS Bolivia, Sara Solvavini, added that thanks to the collaborative work with SEDEGES, these guidelines were presented as a proposal for post-discharge for adolescents with criminal responsibility.
Judith Yañez, Coordinator of the Social Orientation Center Program for Adolescents with Criminal Responsibility, indicated that the “Post-release and post-Internment Guidelines and Support (API) for Adolescents with Criminal Responsibility proposal” proposes two types of intervention aimed at professionals working in the criminal justice system for adolescents. The first, post-release is aimed specifically at adolescents with criminal responsibility with “SENTENCE” who are deprived of liberty, with restrictions on their freedom, and are free in the Social Reintegration Centers and Orientation Center. The second is post-internment support (hereinafter API) aimed at adolescents linked to the criminal system with “PREVENTIVE CAUTELARY” measures. Both are intended to assist and strengthen the social reintegration process through post-monitoring.
The director of the Tutator Foundation, Adrian Piejko Patiño, made the presentation of the MOSPA which is a computer system that pursues three fundamental objectives
“The system tries to speed up the processes of adolescents in the public service, contribute to an agile and transparent coordination, in this way shortening the procedural time, the MOSPA registry supports a transparent management”, added the director of Tutator.
The need to incorporate a post-integration sub-programme and a post-internment support sub-programme (API) is intended to accompany adolescents with criminal responsibility who are about to leave the specialized care centers, whether they have served their entire sentence (post-integration), or adolescents who benefit from the modification of their socio-educational measure and move from a regime of deprivation of liberty to a regime of restriction of liberty and freedom: or adolescents who leave the specialized centers with precautionary measures in restriction of liberty (API post-internment support sub-programme)
This document seeks to become a working tool for the intervention by the interdisciplinary teams of the Social Reintegration Centres and the Counselling Centre, which work with adolescents with criminal responsibility.
Establish the guidelines for the post-release and post-internment support (API) sub-programmes for support in the process of comprehensive social reintegration for adolescent and young women and men deprived of their liberty and with socio-educational measures in the women’s and men’s social reintegration centers and the orientation center with a restorative approach for the restitution of their rights and duties
The director of TUTATOR, Adrian Piejko introduced us to MOSPA, a digital system for systematizing information on adolescent girls and boys with criminal responsibility.
