Computer System KAIKAIA it’s a Miskito voice that means « See », « Know ». This system has been developed since January 2009 with the proposal of a procedural manual that will guarantee the best interests of adolescents from the beginning of the criminal process until the enforcement of a measure or sanction, which was first approved by the Committee on the Rights of the Child and later by the Criminal Court.

This procedural manual is translated into « The creation of a computer system » that allows for greater functionality of the Execution and Surveillance Offices (OEVSPA) and maintains adequate coordination between them, giving rise to what we now know as the KAIKAIA System, which was financed by the Swiss TUTATOR Foundation and the support of the Terre des Hommes Foundation.

Purpose of the application

The KAIKAIA system is a tool that allows to manage the criminal process related to the execution of the sentence, also to organize the work of the Monitoring Teams (OEVSPA) and to issue all the necessary reports to the management of the cases.

The advantage of this computer system is that everything is worked via web, which allows us to promote transparency and participation, also obtaining a volume of important information in a relatively short time, and finally now greatly facilitates the circulation of results and different documents in a multimedia environment easy to handle, which contains the database of each OEVSPA and automates the procedures contained in the Criminal Chamber Agreement No. 68.

At the national level, there are 18 specialized criminal courts, with the Enforcement and Monitoring Offices attached to them, in the following departments of the country

  • Managua (serves the first and second criminal districts of Managua)

  • Juigalpa.
  • Boaco.
  • Matagalpa.
  • Jinotega.
  • Siuna.
  • Somoto.
